Nobody likes to pay taxes. If everyone paid a "fair share," tax rates might remain low or even diminish. Determining what is fair involves both vertical equity (taxing based on ability to pay) and horizontal equity (taxing similarly situated individuals the same). This presentation will focus primarily on ability to pay and proposals to reform the taxation of wealth.
