Phillip serves as Encore's General Counsel and Interim Chief Development Officer. He joined Encore as Corporate Counsel in January of 2014 after completing both his Juris Doctor and Master of Environmental Law and Policy degrees at Vermont Law School. Phillip gained experience dealing with environmental and business issues while working for an environmental law firm in New Zealand, the Vermont Agency of Commerce and Community Development in Montpelier, Vermont, and the White House Council on Environmental Quality in Washington, D.C. Phillip also holds a Bachelor of Science in biological sciences from North Carolina State University.
