Cole KonopkaCole Konopka is an associate at Ballard Spahr LLP in Denver, Colorado. Cole’s practice is focused on public finance matters. He serves as bond, disclosure, and underwriter’s counsel in the issuance of a variety of tax-exempt and taxable debt instruments. He prepares offering statements and transaction documents including bond documents, loan agreements, resolutions, certificates, legal opinions, and other closing documents in tax-exempt and taxable issuances. Cole has extensive experience navigating federal, state, and local laws pertaining to land use and special purpose districts and municipalities.

Prior to joining Ballard Spahr, Cole represented various municipal utility districts as an associate at Coats Rose, P.C. in Houston, Texas. He represented over twenty special purpose districts as general and bond counsel, and is responsible for the sale of approximately $120 million in tax-exempt bonds for the financing of public infrastructure.

While attending VLS, Cole was elected Vermont editor of the Vermont Law Review and was a research associate for the Water and Justice Program. While in the Water and Justice Program, Cole wrote extensively on the public trust doctrine and the Clean Water Act. He also taught a Legal Writing I workshop as a Dean’s Fellow during his third year. Cole currently sits on the VLSAA Board of Directors and enjoys mentoring VLS students and alumni.
