Jennifer Murphy HeadshotJennifer Murphy is the Senior Director of Energy Policy and Senior Counsel for the National Association of Regulatory Utility Commissioners (NARUC). Murphy oversees NARUC’s energy policy development and handles NARUC’s energy-related legal and policy work before the Federal Energy Regulatory Commission (FERC), other federal agencies, and the federal courts. As such, Murphy serves as the lead NARUC staff on the Joint Federal-State Task Force on Electric Transmission established by FERC. Murphy also is a member of the association’s senior management team and served as counsel for the National Regulatory Research Institute, which was NARUC’s research arm. Murphy recently served as a member of the Energy Bar Association’s Board of Directors.

Murphy’s previous energy and environmental policy experience includes working in federal and state government and across the three branches of government: the U.S. House of Representatives; the U.S. Department of Commerce/National Oceanic and Atmospheric Administration; the Connecticut Appellate Court; and the Massachusetts Department of Public Utilities. Her non-governmental experience includes working for an environmental think tank in Washington, D.C., and overseas for a U.S. Agency of International Development-funded environmental project.

Murphy holds a JD from Vermont Law School, master’s degrees in international studies and in marine affairs from the University of Washington, and a bachelor’s degree from Tufts University.
